At the flag level, he commanded the Naval Air Warfare Center, Weapons Division (NAWCWD) overseeing all research, development, acquisition, test and evaluation, and fleet logistic support activities at the Navy's China Lake and Point Mugu range complexes. He also completed a flag-level tour commanding the Naval Safety Center in Norfolk, VA. As a Navy Captain, his major command assignment was the Maritime Patrol and Reconnaissance Aircraft Program Manger, overseeing all acquisition activities for the P-8A Poseidon during the program's Initial Operational Test and Evaluation phase and Full Rate Production milestone decision. Each of these assignments required the application of rigorous, data-driven methods and tools to develop and implement effective strategies for managing the cost, schedule, performance, and safety of complex systems. Scott holds a B.S. in Systems Engineering from the U.S. Naval Academy, an MBA with Finance concentration from the University of Chicago Booth School of Business, an M.S. in Aeronautical Engineering from U.S. Naval Postgraduate School, and is a Distinguished Graduate of U.S. Naval Test Pilot School. Scott has partnered with his wife Susan since the very beginning of his 31 year Navy career. Susan holds a degree in Biology from Goucher College. As a Navy spouse assigned to twelve different duty stations throughout the country, she developed and expanded her management skills in a diverse range of volunteer and paid positions, including previous work as a small business operations manager. Scott's senior executive leadership, analytical and government expertise and Susan's management experience combine to form the partnership of Dillon Analytic Solutions, LLC.
